The test comes
before the promise.
Northway’s method starts where the problem happens and ends with the evidence an institution needs to decide what, if anything, should follow.
Observe the condition.
Walk the location or examine the operating system, establish where and how the issue appears, and keep recorded facts separate from interpretation.
Define a contained test.
Identify the assets or corridor, time period, operating responsibilities, exclusions, regulatory dependencies, cost assumptions and minimum conditions for the test to proceed.
Set the evaluation first.
Specify the baseline, measures, data quality checks and comparison method before deploying an intervention. Distinguish a target from an achieved result.
Make the next decision optional.
Close out the evidence, including negative or inconclusive findings. The next move may be refinement, institutional referral, another evaluation—or stopping.
Authority is not
assumed.
Northway can independently prepare a concept. It cannot authorize work on public assets, represent the judgment of an agency or bypass institutional procurement, privacy, safety, operational or legal requirements.
Reviewer control is not a formality. It is part of the proposal design.
